This is the law of power number 45, Preach the need for change, but never reform too much at once. Yes this was as many as we see in everydays life ehether at workplace, worship place or even at school. Anybody said about the urgency of change and to reform the such condition. And they are seems like an important person. Yes they are the man of power wanted.

Make change and reform seem like a gentle improvement on the past. People are creatures of habit and the sudden change will cause some to rebel.
Disguise change by dressing it in tradition.
